Under general direction in the Personnel Management Division, the incumbent develops and oversees the administration of a variety of statewide personnel management and compensation initiatives; conducts and/or leads personnel management system studies and the review of personnel programs; confers with line department staff to identify departmental management issues in order to address current needs and anticipate personnel management services necessary; reviews position allocation requests and proposals to modify the classification plan; develops alternatives to meet departmental operational needs; serves on teams and committees to address personnel management needs; conveys CalHR management philosophy and encourages its application and promotes the use of effective and proactive management principles with the assigned department's personnel management practices. Serves as a consultant to CalHR Labor Relations Officers for assigned bargaining units and acts as liaison to management, line departments and control agencies, such as the State Personnel Board, Department of Finance, and the State Controller's Office.
