Job Description and Duties

Under the general direction of the Executive Director, the Staff Services Manager II (SSM II) is responsible for the overall development, implementation, and administration of the California Hub for Energy Efficiency Financing (CHEEF). The CHEEF is a collaboration with the California Public Utilities Commission (CPUC), funded with $75 million of investor-owned utility (IOU) ratepayer funds, to establish a centralized platform for private capital providers to increase access to and improve the terms of private capital financing for energy efficiency retrofits through credit enhancements and on-bill repayment functionality. The incumbent will provide executive management and judgement over the various energy efficiency financing pilot programs—across the single family residential, commercial, affordable multifamily and MUSH markets—and is responsible for ensuring that the goals and objectives of the pilots are met.


As part of CAEATFA’s executive management team, this position represents the Executive Director and the CHEEF in policy and programmatic discussions with various stakeholders, including the CPUC, the IOUs (specifically SoCalGas, PG&E, SCE, and SDG&E), lenders and private capital providers, contractors, vendors, consultants, officials of federal, state and local governments, legislators, and members of the State Treasurer's staff. 


The position supervises, trains, assigns work, and directs the day-to-day activities of the first-line CHEEF management staff directly, with overall responsibility for the CHEEF professional and clerical staff. The position also coordinates with the existing CAEATFA SSM II responsible for CAEATFA operations on other programs and CHEEF compliance. The SSM II acts in the absence of the Executive Director.

  • Experience with private capital financing across industries, single family residential, commercial, affordable multifamily and MUSH markets.
  • Experience and background with energy efficiency policy issues and stakeholders, and financing assistance programs.
  • Experience in utility energy efficiency incentive and rebate programs.
  • Experience with administrative processes, including the budget process, contracting, regulatory development, accounting and audits.
  • Demonstrated success in establishing effective outreach strategies and increasing program activity.
  • Demonstrated ability to effectively represent and act on behalf of an entity, specifically to communicate effectively orally and in writing, including presentations before elected and appointed decision-makers in the public and private sectors, and to potential and existing stakeholders.
