Job Description and Duties

Under the general direction of the Staff Services Manager II (Deputy Executive Director), the Staff Services Manager I (Supervisory) (SSM I) is responsible for the direct supervision of all analytical staff and indirect supervision of support staff in the ScholarShare Investment Board (SIB or Board) office and will function as a working subject matter expert on various aspects of the program, including outreach strategies and marketing efforts, regulatory and compliance monitoring, performance and investment criteria, and other related areas. The position will also be responsible for development and implementation of policy and procedures used for monitoring 529 plan investments in accordance with state and federal regulations. The SSM I will serve as a management team member in advising and participating in all department policy development, strategic planning as it relates to marketing and outreach, and implementation of the department functions. The SSM I shall have full authority to make policy decisions in the absence of the Executive Director and Deputy Executive Director.

This is a traveling position. A valid CA driver license in good standing must be held by all applicants who apply.

Statement of Qualification Instructions

Candidates are required to submit a Statement of Qualifications (SOQ) in addition to completing an Examination/Employment Application (STD 678). The SOQ should be no longer than two pages using no smaller than 11 point size font and must restate and address the following questions. Resumes do not take the place of the SOQ.   1. Describe your experience in serving in a supervisory role, managing a diverse team of individuals with varying skill sets and strengths, and outline steps you have taken to maximize performance to meet a collective goal or objective. Describe how your management skills and qualifications have contributed to your ability to lead a team to accomplish these goals.
  2. Describe your experience in developing an outreach plan, including the steps you took to bring forth independent recommendations to gain buy-in, to implement the various components of the plan, to utilize all available resources, such as additional staff, and to measure results and overall success.
