Job Description and Duties

Under the general direction of the Executive Director and the specific oversight of the Staff Services Manager II (SSM II), this position will act independently in overseeing the development, implementation, and maintenance of compliance policies and procedures for the California Hub for Energy Efficiency Financing (CHEEF). The CHEEF is a collaboration with the California Public Utilities Commission (CPUC), funded with $75 million of investor-owned utility (IOU) ratepayer funds, to establish a centralized platform for private capital providers to increase access to and improve the terms of private capital financing for energy efficiency retrofits through credit enhancements and on-bill repayment functionality.

 

The SSM I Specialist provides leadership to CAEATFA staff assigned to CHEEF compliance and will coordinate extensively with the SSM I Supervisor responsible for Program Development and Implementation of the CHEEF, as well as with the SSM I Specialist responsible for CHEEF marketing, education and outreach (ME&O) activities.

 

The incumbent may also work directly with state and other stakeholders and decision makers regarding the design and implementation of numerous business processes, including data exchange protocols and fund transfers, and will provide technical oversight on the most complex regulatory issues, ensuring compliance within all program parameters.

  • Knowledge of accounting principles, practices and techniques.
  • Experience with administration, program and regulatory development, and contract management practices.
  • Computer skills, including an understanding of and familiarity with accounting software, relational database systems and spreadsheet applications.
  • Experience in California finance programs and/or compliance monitoring practices and audit policy.
  • Demonstrated ability to think critically and apply that skill to solution-oriented management of problems as they arise in the normal course of business.
  • Desire to work in a fast-paced, small, service-oriented, state agency prioritizing accountability, transparency, and customer service.
  • Demonstrated ability to communicate effectively orally and in writing, including: presentations before elected and appointed decision makers in the public and private sectors, and to potential and existing stakeholders; and research and written correspondence supporting recommendations to the Executive Management and Board of the Authority.
  • Position may travel up to twice a month for one or two days at a time.
