Department Information

The Commission is a 13-member independent and bipartisan state agency formally known as the Milton Marks "Little Hoover" Commission on California State Government Organization and Economy.  It functions as a consultant to government as well as a watchdog, documenting program inefficiencies and recommending improvments.  It has the satutory authority to examine the organization and reorganization of government and, based on findings, make proposals directly to the Governor and the Legislature.

Under the direction of the Executive Director, the Deputy Executive Director provides essential leadership on a full range of activities and projects the Commission undertakes; manages in-house staff; plans public hearings and advisory committee meetings; conducts major policy studies; writes and edits reports based on study results; briefs policymakers on Commission recommendations; assists in developing legislation; represents the Commission before the Legislature, governmental agencies, public groups and the media.

Minimum Qualifications

The "Knowledge and Abilities" listed below are expected to be obtained from supervisory/administrative experience in a line or staff activity, including the execution and/or evaluation of program policies.  (Experience may have been paid or volunteer, in State service, other government settings or in a private organization.)

 

General Qualifications

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

Knowledge of the organization and functions of California State government including the organization and practices of the Legislature and the Executive Branch; principles, practices and trends of public administration, organization and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management; the manager’s role in labor relations; the manager’s responsibility for promoting equal opportunity in hiring and employee development and promotion and for maintaining a work environment which is free of discrimination and harassment.

  2. Ability to plan, organize and direct the work of multi-disciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top-level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public and the Legislative and Executive branches; analyze complex problems and recommend an effective course of action; prepare and review reports; effectively promote equal opportunity in employment and maintain a work environment that is free of discrimination and harassment.


These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

  • Possess knowledge of the budgetary and legislative processes
  • Possess knowledge of the Commission’s activities
  • Possess experience as the principal advisor to high level executive staff and/or the chairperson of a business, department, agency or commission on policy and program issues
  • Possess ability to develop an understanding of issues and problems in a brief period of time
  • Possess experience in drafting comprehensive reports and recommendations
  • Possess experience in preparing and delivering presentations to high level executive staff and various interest groups at special meetings and conferences or legislative committees.
  • Possess experience/ability responding to requests from the news media for information regarding public/political sensitive issues or controversial issues

 

Examination Information

The examination process will consist of an application, resume, and Statement of Qualifications evaluation.  The Statement of Qualifications will be used to evaluate your education and experience as it relates to the “Desirable Qualifications” listed below, and may also serve as documentation of each candidate’s ability to present information clearly and concisely in writing since this is a critical factor to successful job performance.  The Statement of Qualifications may be the only basis for your final score and rank on the eligible list.

 

Interviews may be conducted as part of the examination process.  (Hiring interviews may be conducted with only the most qualified candidates if it is determined necessary in order to make a selection.)

 

All applicants will be notified of the results.  The results of this examination may be used to fill subsequent vacancies in this position within the next twelve months.  To obtain list eligibility, a passing score of 70% must be obtained.

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will be only be used to fill this position. Applications will be retained for twelve months.
