Job Description and Duties

The Medical Consultant II will serve as the Chief of the Field Operations Clinical Oversight Section (FOCOS) in the Clinical Assurance and Administrative Support Division (CAASD).  The incumbent will have primary responsibilities for the planning, development, supervision, and administrative direction over clinical determinations and reviews for medical necessity for the Medi-Cal program.  This position serves as the Chief Medical Consultant for the FOCOS of and oversees the quality assurance of clinical issues related to the MC Is in the CAASD Field Offices.  The incumbent plans, organizes, directs and assigns the clinical workload of the clinical staff in the Section.  The incumbent provides professional advice and guidance on the medical aspects of medical review and oversight decisions for consistent, statewide decision-making and application of Medi-Cal policies and regulations.  The incumbent serves as the Chief Medical Consultant for clinical staff working on Treatment Authorization Requests (TARs), the Designated Public Hospital Project (DPHP), Diagnosis Related Group (DRG) TAR Free Project and the Field Office clinical staff.  This position requires a broad spectrum of clinical knowledge and expertise, as well as Medi-Cal program knowledge.  Travels to field offices statewide to attend meetings and/or conduct training of medical/professional staff, which may require overnights stays.

Department Information

The Clinical Assurance and Administrative Support Division’s (CAASD’s) is seeking one (1) Medical Consultant (MC) II to join the Clinical Program Integrity Branch (CPIB) to oversee the Field Operations Clinical Oversight Section (FOCOS) in one of the following locations; Sacramento, San Francisco, San Bernardino, San Diego or in Los Angeles, California.  This is a Statewide recruitment, but will only hire in the location with the successful candidate.

CAASD's mission is to provide quality oversight and administrative services that result in appropriate and cost-effective care for all Medi-Cal participants while providing great customer service to all we serve.

Special Requirements

Possession of the legal requirements for the practice of medicine in California as determined by the California Board of Medical Quality Assurance or the California Board of Osteopathic Examiners. (Applicants who are in the process of securing approval of their qualifications by the Board of Medical Quality Assurance or the Board of Osteopathic Examiners will be admitted to the examination, but the Board to which application is made must determine that all legal requirements have been met before candidates will be eligible for appointment.) and Either I One year of experience in California state service performing the duties of a Medical Consultant I, Department of Health Services.

Or II

Three years of experience in the practice of medicine (exclusive of internship) including one year of administrative, supervisory, or consultant experience in a public health or welfare agency or in a medical care or rehabilitative program.
