Job Description and Duties

BRANCH DESCRIPTION:


The Energy Cost of Service and Natural Gas (ECOSNG) Branch of the Office of Ratepayer Advocates (ORA) comprises four sections: Revenue Requirements, Operational Costs, Natural Gas, and Accounting and Auditing.  ECOSNG is responsible for representing ratepayer interests in proceedings specifically involving ratemaking issues which include: General Rate Case (GRC) proceedings, Energy Cost Adjustment Clause (ECAC) proceedings, Catastrophic Event Memorandum Account (CEMA) proceedings, balancing and memorandum account reviews, and other proceedings  that have financial or policy impacts on ratepayers. 

 


DUTIES/RESPONSIBILITIES:


Under general direction of the Program and Project Supervisor, incumbent is primarily assigned to assist in performing audits and financial analyses on the books and records of utilities.  Incumbent conducts audits of recorded expenses and capital projects to determine reasonableness of forecasts and prudency of incurred costs.  Incumbent will organize and coordinate analysis and examination of utility records to determine compliance with regulations and policies.  In addition, incumbent is responsible for analyzing, reviewing, and making appropriate recommendations on financial and accounting issues affecting public utilities and other job related work as required.  Incumbent regularly provides written testimony as an expert witness and is occasionally required to testify before the Commission.  Some travel (up to 10%) is possible.

“The Office of Ratepayer Advocates (ORA) is the independent consumer advocate within the California Public Utilities Commission (CPUC).  ORA’s mandate is to obtain the lowest possible rates for utility services consistent with reliable and safe service levels, and the state’s environmental goals.  ORA is organized into seven branches (four handle energy matters, one water matters, one communications matters, and an administrative branch) with a staff of 159 employees comprised of economic, financial and policy analysts; engineers; and auditors. REQUIRED EXPERIENCE/QUALIFICATIONS INSTRUCTIONS:

REQUIRED EXPERIENCE/QUALIFICATIONS:

A successful candidate must have demonstrated knowledge, skills and abilities in the following areas:


  • Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP);

     

  • Demonstrated knowledge of auditing standards and practices;

     

  • Demonstrated experience reviewing and analyzing financial data;

     

  • Demonstrated ability to gather and synthesize information for written reports and presentations;

  • Demonstrated ability to communicate recommendations in an articulate and persuasive manner;

     

  • Demonstrated ability to establish and maintain cooperative working relationships with others to complete projects;

  • Proficiency using Microsoft Excel and Word.
