Job Description and Duties

Under the direction of the SSM II, the incumbent is responsible for performing basic research, policy, and legislative analysis pertaining to workforce policy and programs. The incumbent will develop research on the less complex best practices and model partnerships for providing services to WIOA target populations which include:

• Displaced homemakers.

• Low-income individuals.

• Indians, Alaska Natives, and Native Hawaiians, as those terms are defined in Section 3221 of Title 29 of the United States Code.

• Individuals with disabilities, including youths who are individuals with disabilities.

• Older individuals.

• Ex-offenders.

• Homeless individuals, as defined in Section 14043e-2(6) of Title 42 of the United States Code, or homeless children and youths, as defined in Section 11434a(2) of Title 42 of the United States Code.

• Youth who are in, or have aged out of, the foster care system.

• Individuals who are English language learners, individuals who have low levels of literacy, and individuals facing substantial cultural barriers.

• Eligible migrant and seasonal farmworkers, as defined in Section 3322(i) of Title 29 of the United States Code.

• Individuals within two years of exhausting lifetime eligibility under Part A of Title IV of the Social Security Act (42 U.S.C. Sec. 601 et seq.).

• Single parents, including single, pregnant women.

• Long-term unemployed individuals.

As an entry level analyst, the incumbent must be able to perform basic research and analysis of effective strategies for serving WIOA target populations. The incumbent, under direction, will locate, read, interpret, evaluate, summarize, and present relevant basic, technical research and be able to articulate how the research might inform policy decisions made by the CWDB.

The incumbent is expected to have written and verbal communication skills commensurate with their background and training and be able to interact with, learn from, and utilize the expertise of relevant workforce practitioners in helping develop state workforce policy.  As needed, the incumbernt will also participate in the branch’s efforts to analyze, evaluate, and craft workforce legislation.

Department Information

The California Workforce Development Board is the Governor’s agent for the development, oversight, and continuous improvement of California’s workforce investment system and the alignment of the education and workforce investment systems.  The State Board and its staff provide active ongoing policy analysis, technical assistance, and program evaluation to inform and shape state policy on the design of state workforce policies and their coordination with other relevant programs, including education and human service programs.

The State Board, in consultation with Workforce Innovation & Opportunity Act (WIOA) state plan partners, drafts the State Plan and serves as the broker, convener, facilitator, and matchmaker to bring the disparate elements of the state’s workforce, education, human services, and economic development programs into alignment through coordinated partnership.  The State Board sets policy for WIOA Title I programs, including statewide policy pertaining to Local Board responsibilities, as well as policy directly relevant to the design and operations of the One-Stop system.
