Job Description and Duties

Under general direction of the Staff Services Manager I (SSM I), the Associate Personnel Analyst independently plans, develops and administers open and promotional examinations for the California Department of Food and Agriculture and DAAs. The incumbent will be responsible for performing a wide variety of personnel management functions for the Examination Unit.


The duties include but are not limited to:

  • Develop and post examination bulletins on the California Department of Human Resources (CalHR) job web site, CDFA web site, and HR bulletin board.
  • Review and analyze state applications, transcripts, degrees, and/or resumes to ensure candidates meet the minimum qualifications of the class specifications.
  • Meet with subject matter experts to develop examinations such as Supplemental Applications, Qualification Appraisal Panel interview questions, or written examination materials.
  • Research and respond to examination appeals; represent the Department at appeal hearings.
  • Interpret and apply Civil Service laws, rules, and regulations to verify candidates' eligibility.
  • Independently facilitate and conduct job analysis studies of varying degrees of complexity on each testing classification by working with subject matter experts within CDFA and DAAs.
  • Create, edit, and finalize task statements to ensure they are comprised of the required components.
  • Facilitate ratings and compile results in order to finalize job analysis report and submit to Staff Services Manager for final review.
  • Communicate clear and concise response in person, by phone, electronic mail, and/or in writing to management, employees, legal staff, and the public concerning various examination related issues.
  • Some travel may be required.

Department Information

Are you interested in Human Resources?  Are you interested in Exams? The California Department of Food and Agriculture (CDFA) is seeking a highly motivated, enthusiastic, detail oriented individual to join the Examination Unit.

The Human Resources Branch (HRB) provides a full range of services to the eight divisions and Executive Office of CDFA, and the 52 District Agricultural Associations (DAAs).  Services include personnel transactions, examinations, labor relations, position allocation, employee discipline, workers' compensation and disability mangement, and consulation services to management in all Human Resources areas.

A complete SOQ will answer the questions listed below and should not be more than two (2) pages, using Arial 12 point font with margins no less than one inch.  Resumes, letters, and other materials will not be considered as responses to the SOQ.  The SOQ is requested to elicit information regarding each applicant’s knowledge and experience in relation to this position and is comprised of the questions below.
