Job Description and Duties

Under the direction of the Commissioner of the Department of Business Oversight, the Chief Deputy Commissioner (Chief Deputy) oversees and provides general direction on activities by the Department’s Administration Division, which includes Business Operations-procurement, contracts, facilities, and general services; Fiscal Management-accounting and budgeting; and Human Resources-recruitment, selection and retention, position control, payroll and benefits, labor relations, employee performance, health and safety, and training.  As directed by the Commissioner, the Chief Deputy also supports and provides direction to management overseeing the Consumer Services Division, which includes customer relations and complaint resolution, education and outreach, internal and external communication programs, and website content management; the IT Office, which includes desktop support, network services, application development, database administration, business analysis, quality assurance and project management; as well as the Strategic Planning and Licensing and Information Reporting programs. Ensures Divisions are operating efficiently and in a manner that provides optimal support to the Commissioner and other Department programs. 


Provides direction to the Consumer Services Division to ensure consumer and external stakeholder groups are appropriately informed of Consumer Services Division initiatives and efforts, and that the Department’s efforts are transparent.  Ensures that the Consumer Services Division maintains positive working relationships with interest groups, the news media, and other organizations interested in the Department’s activities.  Oversee the formulation, implementation and administration of a comprehensive communications and education programs to enhance and inform the public about the Departments’ regulatory role and statutory responsibilities.

Reviews and approves the development of the Department’s annual budget and related materials, ensuring programs are adequately funded and resources carefully controlled.  Provides general direction on facilities and contracts, and oversees major issues involving both.  Guides and directs the human resources office to ensure the Commissioner’s personnel priorities are handled appropriately.  Monitors and provides direction on the allocation and use of IT resources to ensure interruptions are brief and rare.

Provides guidance and direction to the Strategic Planning to ensure the Department’s strategic plan corresponds with the Department’s mission, and reviews products for accuracy and consistency with the Department’s mission and objectives.

Provides policy guidance and facilitates development of proposed legislation; supports efforts to ensure enactment of legislation by the Legislature; responds to questions; and, represents the Department before the Legislature, in public and non-public settings. Performs other related duties as required.

    Department Information

    The Department of Business Oversight (DBO) protects consumers and oversees financial service providers and products. The DBO supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DBO licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders.
