Job Description and Duties


Under the direction of the Deputy Director of the Division of Administration (CEA C), the CEA B, Chief, Office of Fiscal Services acts as the Department of General Services’ (DGS) Chief Financial Officer. In this role, the incumbent regularly advises the Director, Chief Deputy Director(s), Deputy Directors and office/branch chiefs on all financial matters concerning the Department’s $1.1 billion support and local assistance budget, while applying the core values of DGS --- integrity, accountability, communication, excellence, innovation and teamwork. The Chief of Fiscal Services is expected to adhere to, model, and support these values.

The Chief of the Office of Fiscal Services oversees three sections. The Contracted Fiscal Services Section provides the full array of accounting support to over 40 external clients. The DGS Accounting Section provides accounting services for the department’s $1.2 billion operating budget as well as the Architectural Revolving Fund for construction projects. The Chief also oversees’s the budget and planning section, which develops the budget, leads the rate setting process for DGS programs, manages the budget change proposal process for DGS, and provides budget support for approximately 20 external client agencies. The chief also chairs the Office of Fiscal Services forums, which is a collaborative forum with DGS programs to provide information on fiscal items and improve fiscal policy development and implementation.

    1. Experience at the managerial level developing and implementing department and statewide policies.

    2. Experience at the managerial level planning, organizing, and coordinating broad-range financial programs including departmental budget and accounting functions.

    3. Experience at the managerial level organizing, planning, and directing the work of other managers.

    4. Experience at the managerial level in organizational development and strategic planning.

    5. Experience in revenue and expense forecasting.

    6. Experience representing a department at Legislative hearings.

    7. Experience at the managerial level building strong business relationships with staff from internal and external groups including control agencies and the Legislature.
