Job Description and Duties

This position offers a unique opportunity to work with an exciting industry, excellent staff and be part of a small, yet productive work environment.  The incumbent will be an integral member of the California Gambling Control Commission Leadership Team, have the opportunity to interact with a multitude of stakeholders, shape policies and procedures that will make a statewide impact and lead a dynamic group of dedicated employees.

Under the direction of the Executive Director of the California Gambling Control Commission (Commission), the Deputy Director of the Licensing Division administers the licensing, permitting, and registration activities of the Commission.  The Deputy Director is a member of the Commission Leadership Team and participates fully in the formulation, development, review, and implementation of Commission policies, priorities, and work plans that affect the gaming industry in California.  The position advises the Commissioners, Executive Director, and the balance of the Leadership Team on programmatic matters impacting the operation of the Commission.  

The incumbent will be responsible for planning, organizing, and directing the activities and staff of the Commission’s Licensing Division, and representing the Commission on programmatic functions involving the gaming industry.  The position serves as the principal Commission contact with certain external agencies, including the cardrooms, Tribal casinos, local and tribal government and other affected organizations; and as the principal liaison for licensing matters with the Bureau of Gambling Control within the Department of Justice.  The position oversees the preparation, coordination, and review of the more complex and sensitive agenda items for the bi-weekly Commission meeting. The incumbent presents the agenda items at the bi-weekly meetings, and provides technical clarification and/or interpretation to Commissioners on agenda item concerns. The position assists in the formulating of licensing related regulations, legislative analyses, and statutory proposals.  The incumbent participates in the development and implementation of Commission and statewide industry training and may be required to testify at various legislative and administrative hearings.

    This position is subject to the California Gambling Control Commissions' Conflict of Interest Regulations.  The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st and within 30 days of leaving office.

    Length of List Eligibility

    The results of this examination will only be used to fill the position of Deputy Director, Licensing Division- CEA A and may be used to fill subsequent vacancies for this position for a period of up to 12 months. Standard State Applications (STD. 678) will be retained for 12 months. The department may elect to consider new applicants in addition to those previously screened.

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

    A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

    The examination process will consist of a thorough evaluation of the applicant’s application, resume, and State of Qualifications (SOQ).  An SOQ is an organized narrative description of how the candidate's education, training, experience, knowledge, skill and abilities meet the qualifications for this position.

    Each applicant MUST complete and submit his/her application, resume, and SOQ responding to each of the seven questions listed below under the Statement of Qualification - Evaluation Criteria Section.

      In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

      1. Describe your experience in managing a licensing, registration, or large program governed by laws and regulations.

      2. Describe your experience interpreting statues and/or regulations and the resulting development and implementation of policies and procedures relating to specific departmental programs.

      3. Describe your experience in managing professional and technical staff in order to advance the completion of tasks and activities associated with goals and objectives of a regulatory program.

      4. Describe your experience developing and maintaining cooperative working relationships with, and securing the support of, internal and external groups (i.e., the Legislature, local, state and/or federal government, the gaming industry, stakeholders, etc.) that add value to the organization and to the efficiency and effectiveness of its programs.

      5. Describe your experience presenting issues before the Legislature, local government, State Boards or Commissions, various control agencies, other State agencies, stakeholders and/or the public.

      6. Describe your ability to maintain successful interpersonal relationships in a highly charged political environment.

      7. Describe your ability to work in politically sensitive areas, under significant pressure and short time frames, with diplomacy and sound judgment.
