Job Description and Duties

What is the position?

As a Training Analyst (Analyst), you work as part of the human resources team dedicated to developing and managing value-added policies and programs, and providing consultation, services and solutions in an efficient and customer-focused manner. Specifically, the Analyst designs, develops, and analyzes in-house training programs; develops and guides the implementation of special and customized training solutions; and develops, analyzes, and makes recommendations for policies, processes, reports, and forms. In this role, the Analyst works independently and uses good judgment to produce accurate, high quality work products; manages multiple tasks and priorities; establishes and maintains effective working relationships; and demonstrates excellent verbal and written communication skills.

What will you do?

  • Develop learning objectives, training materials, curriculum, and visual aids for training programs.
  • Analyze and update training programs on an ongoing basis to ensure learning effectiveness, stay up to date with emerging trends, and conduct research in specialized subject matter.
  • Develop, review, and facilitate the implementation of policies relating to the training program.
  • Identify contract instructors, initiate, develop, and manage contracts for instructors, review course content, and ensure training is in alignment with training goals and the office’s core values.
  • Actively participate and collaborate with strategic planning implementation teams by researching, interpreting, and analyzing various laws, rules, and standards to provide recommendations for innovative professional development solutions in support of developing high caliber professionals.
  • Conduct analysis on performance data to determine program and policy needs for the office. Collect and maintain statistical data; develop data collection protocols and analysis methods for conclusions and recommendations; conduct analyses on collected data; synthesize information; provide recommendations on effective professional development strategies; and participate in implementing recommendations as needed.
  • On occasion, personally deliver training courses that are aligned with our strategic goals.

Selection Process

The California State Auditor is part of the merit-based California civil service selection system. The civil service selection system consists of two simple steps: exams and hiring.
