Job Description and Duties

The Position. The Bay Resources Permit Program at BCDC is responsible for the review of projects in the Bay and along the shoreline that impact the natural resources of the Bay, including marshes, beaches, and the Bay itself. Projects reviewed by the Bay Resources Permit program include wetland and habitat restoration and enhancement projects, projects involving placement of fill in the Bay, mixed use developments along the shoreline with impacts to Bay resources, and other projects that affect the Bay ecosystem. The Coastal Program Analyst will be responsible for reviewing and permitting these types of projects.

 

Under the direction of the Bay Resources Permit Program Manager, the Coastal Program Analyst evaluates projects and permit applications to ensure consistency with BCDC’s laws and policies, and develops solutions to complex estuarine and land use management issues, including issues related to climate change and sea level rise, public access and land use design, wetland restoration, engineering, transportation, recreation, hydrology, and fish, wildlife, and plant biology.

 

 

 

Duties Will Include:

  • Research and analyze complex development proposals that impact resources of the San Francisco Bay, including habitat restoration projects, guiding permit applicants and stakeholders on project issues related to BCDC’s laws, policies, and regulations.
  • Write permits, correspondence, and reports on proposed projects and regulatory and planning issues.
  • Negotiate and collaborate with project proponents and partner agencies.
  • Lead and participate in meetings, planning and policy discussions, site visits, and workshops.
  • Review and comment upon local, state, and federal planning and regulatory documents, and environmental impact reports.
  • Make presentations to the Commission, its advisory bodies, and other audiences at meetings and workshops.
  • Respond to inquiries on general BCDC matters, assist with report mailings and filing, and other related duties.

About BCDC. The San Francisco Bay Conservation and Development Commission (BCDC) is a State of California government agency located in the City of San Francisco with regulatory and planning responsibilities over San Francisco Bay, the Suisun Marsh, and along the Bay Area’s nine-county shoreline. BCDC is guided in its actions by state and federal laws, including: the McAteer-Petris Act, Suisun Marsh Preservation Act, Coastal Zone Management Act; and its policies, including the San Francisco Bay Plan, Suisun Marsh Protection Plan and various special area plans. The Coastal Program Analyst I/II examination takes the form of a qualifications appraisal interview and it is jointly administered by the CA Coastal Commission and BCDC.
