Job Description and Duties

The Energy Commission seeks an Energy Commission Specialist I in the Fuels and Transportation Division/Transportation Integration and Production Office.

The Fuels and Transportation Division (FTD) administers the California Energy Commission’s Clean Transportation Program (CTP). The Clean Transportation Program is California’s lead program in deploying zero-emission vehicle infrastructure to support electric vehicles and hydrogen fuel cell vehicles. The CTP has an annual budget of approximately $100 million to invest in a broad portfolio of transportation projects and provides financial support for various projects. In addition, California has made a substantial one-time investment in infrastructure and manufacturing to support California’s economic recovery and ensure equitable access to infrastructure. Projects will:

• Reduce California’s use and dependence on petroleum transportation fuels and increase the use of alternative, renewable, and zero-emission fuels and advanced vehicle technologies. • Expand zero-emission fueling infrastructure and fueling stations to support electric and hydrogen vehicles. • Produce sustainable alternative and renewable low-carbon fuels in California. • Reduce greenhouse gases to mitigate the worst impacts of the climate crisis. • Improve public health and improve air quality. • Expand the zero-emission fueling infrastructure available to existing fleets, public transit, and transportation corridors. • Establish workforce training programs and conduct public outreach on the benefits of alternative transportation fuels and vehicle technologies. • Support in-state manufacturing of zero-emission vehicles, components, and infrastructure.

Under the general supervision of the Energy Resources Specialist III (Supervisory) in the Transportation Integration and Production Office of the Fuels and Transportation Division, the Energy Commission Specialist I (ECS I) will perform work of moderate difficulty in technical evaluations, data research and analysis, and agreement management. Work will be in alternative and renewable fuels, with an emphasis in zero-and near-zero-emission technologies that will transform California’s fuel and vehicle types to meet the state’s climate change policies. This position includes responsibility for transportation energy analyses, public presentations, and agreement management in the Program Integration Unit, Transportation Integration and Production Office, as part of the Clean Transportation Program, commensurate with educational background and abilities. The incumbent will participate in analytical studies, research, planning and data assessment.

The incumbent will gather, tabulate, and analyze data; serve as the Division’s project manager for the transportation chapter of the Integrated Energy Policy Report (IEPR); participate in the development of methodologies and contribute to the biennial Benefits Report for the Clean Transportation Program investments; consult with management, employees and others to provide necessary information; prepare reports, review and analyze technical reports, papers, and correspondence; work independently and in a team to develop strategies to educate the public and implement the workforce training and development investments; manage agreements and contracts; develop and lead solicitations; and prepare correspondence.
