Job Description and Duties

The Infrastructure Modeling and Assessment Unit in the Electric Vehicle Infrastructure and Analysis Office in the Fuels and Transportation Division (FTD) seeks an Energy Commission Specialist I to join its staff and work on zero-emission vehicle infrastructure modeling, analysis, planning and deployment for the CEC. FTD administers the Clean Transportation Program, which is investing more than $1 billion to accelerate the deployment of zero-emission transportation infrastructure, support in-state manufacturing, and workforce training and development.

The Infrastructure Modeling and Assessment Unit evaluates the State’s zero-emission vehicle (ZEV) charging infrastructure needs to inform state decisions and priorities regarding infrastructure funding and deployment. This position will focus on two areas of research: medium and heavy-duty ZEVs (class 3-8 trucks) and emerging non-road ZEV applications including aviation, rail, agricultural, off-road and marine. The incumbent will analyze, model, and project the energy and infrastructure needed to support these vehicle classes.

Under the general direction of the Energy Resources Specialist III (Supervisory) in the Light-Duty Electric Vehicle Infrastructure and Analysis Office of the Fuels and Transportation Division (FTD), the incumbent will help achieve the goals of the Clean Transportation Program. The incumbent will work both independently and participate on teams to develop methodologies that will optimize deployment of electric vehicle charging infrastructure throughout California. The incumbent will use scientific and mathematical principles to evaluate vehicle, charging infrastructure, and electricity delivery issues associated with the deployment of medium-duty/heavy-duty and non-road ZEVs. The incumbent will perform complex technical and analytical tasks. The incumbent will establish working relationships with other government agencies and industry stakeholders, access current technology information, and make recommendations to effectively deploy charging infrastructure in California.

Working Conditions

The California Energy Commission offers a hybrid workplace model that is designed to support a distributed workforce of both office-based and remote-centric workers that relies on a high level of telework. Limited-in person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance - whether office-based or remote-centric - is essential to the successful performance in this position. This position is remote centered which means the incumbent works 50 percent or more of their time monthly from an alternate work location (i.e., teleworking).

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated experience in technical analysis and modeling, especially relating to transportation; zero-emission vehicles (ZEVs); ZEV infrastructure, especially for medium-duty, heavy-duty, and/or non-road ZEVs; energy demand; and/or electricity distribution. Experience with geographic information systems (GIS). 
  • Ability to think critically and develop creative solutions to problems in ZEV infrastructure deployment. Demonstrated experience in data collection and analysis. 
  • Excellent interpersonal and communication skills, including effective writing and editing for both technical and non-technical audiences; ability to communicate observations, results, and recommendations verbally and in writing to management and outside stakeholders. 
  • Ability to complete complex technical assignments independently and within a team setting. 
  • Ability to prepare status reports on project development, implementation, and funding expenditures, including ability to complete assignments that may have quick turnaround times. 
  • Contract management, grant funding, and agreement solicitation experience and abilities.

Statement of Qualifications Instructions

When completing the SOQ, be sure to title the page “Statement of Qualifications” and include all relevant experience, education, and training for each question below and explain your answers thoroughly.
