Job Description and Duties

The Energy Commission seeks Energy Analysts to fill four separate positions in various offices and units within the Fuels and Transportation Division. The incumbents will manage funding agreements and contracts and assist with solicitations, as described in more detail below.

The Fuels and Transportation Division (FTD) administers the California Energy Commission’s Clean Transportation Program (CTP). The Clean Transportation Program is California’s lead program in funding deploying zero-emission vehicle infrastructure to support electric vehicles and hydrogen fuel cell vehicles. The CTP has historically had an annual budget of approximately $100 million to invest in a broad portfolio of transportation projects. More recently, California has made additional substantial investments in zero-emission vehicle infrastructure and manufacturing to support California’s economic recovery and ensure equitable access to infrastructure. CTP projects and investments will:

  • Reduce California’s use and dependence on petroleum transportation fuels and increase the use of alternative, renewable, and zero-emission fuels and advanced vehicle technologies. 
  • Expand zero-emission fueling infrastructure and fueling stations to support electric and hydrogen vehicles. 
  • Improve public health and improve air quality. It is exceedingly important to focus on transportation as it is responsible for approximately 50% of statewide GHG emissions. 
  • Expand the zero-emission fueling infrastructure available to existing fleets, public transit, and transportation corridors. 
  • Reduce greenhouse gases to mitigate the worst impacts of the climate crisis.
Under the supervision of an Energy Resources Specialist III (Supervisory), the Energy Analysts will perform work of average difficulty in a wide variety of technical and analytical tasks associated with CTP agreement management activities in alternative and renewable fuels with an emphasis in zero-emission vehicle and infrastructure areas. These investments will transform California's fuel and vehicle types to meet the state's climate change policies and improve local air quality.

The incumbents will manage funding agreements and contracts and assist with solicitation; manage the tasks in the Scope of Work; gather, tabulate, and analyze data; assist with preparing reports; assist with reviewing and analyzing technical reports, papers, and correspondence; assist with public presentations; and prepare correspondence. The incumbents may assist in analytical studies, research, planning, and data assessment. The California Energy Commission offers a hybrid workplace model that is designed to support a distributed workforce of both office-based and remote-centric workers that relies on a high level of telework.
