Job Description and Duties

The California Energy Commission seeks a Project Management and Regulatory Rulemaking Lead (Staff Services Manager I) in the Special Projects Unit for the Fuels and Transportation Division. The incumbent will report to an Energy Resources Specialist III (Supervisory).

The Fuels and Transportation Division (FTD) is seeking exceptional people to shape California’s transportation and zero-emission future. FTD administers the Clean Transportation Program, which is investing more than $1 billion to accelerate the deployment of zero-emission transportation infrastructure, support in-state manufacturing, and workforce training and development. The program plays an important role in achieving California’s ambitious goals on climate change, petroleum reduction, and adoption of zero-emission vehicles, as well as efforts to reach air quality standards. The program also supports the state’s sustainable, long-term economic development.

Under the general direction of an Energy Resources Specialist III (Supervisory) in the Special Projects Unit of the Fuels and Transportation Division, the Project Management and Regulatory Rulemaking Lead will be assigned to a range of duties including project management, projects to advance zero-emission infrastructure and technologies, and will lead rulemakings and regulations. This includes a tire efficiency rulemaking, including an informational phase and rulemaking phase. The incumbent will help create and implement the regulation. The incumbent will also be assigned additional tasks related to the rulemaking process including stakeholder outreach and interacting with the market. The Project Management and Regulatory Rulemaking Lead will lead the project management and regulatory aspects of the process including, but not limited to: leading, assigning, and taking part in drafting the staff report and draft regulation proposal collaborating with existing staff who are subject matter experts in components of the tire efficiency standards related to safety and efficiency; becoming a subject matter expert in certain components; leading the regulatory process; directing activities to ensure a positive outcome. Additional tasks include support of analysis and reports, and project management of tasks such as grant funding solicitation design and contract management to advance the goals of the Fuels and Transportation Division and the Clean Transportation Program.

  • Experience with regulations, rulemakings, and information gathering. Specific experience in electric vehicle charging infrastructure, zero-emission vehicles, transportation, and tire or appliance regulations is preferred. 
  • Knowledge of the Administrative Procedure Act (APA) and rulemaking procedures is desirable, but not necessary. 
  • Specific experience managing contracts or portfolios of contracts; experience with grant funding; or experience with financial management are desirable skills, but not necessary. 
  • Excellent interpersonal and communication skills, including ability to interact effectively with both internal staff and external parties 
  • Excellent writing skills and experience reviewing and editing written materials; and ability to communicate ideas and thoughts effectively with a variety of audiences with varying levels of technical expertise is a must. 
  • Proficiency on a personal computer and knowledge of Microsoft Word, Excel, PowerPoint, SharePoint, and Teams.
