Job Description and Duties

Under the general direction of the Chief, Information Services (IS) and general supervision of the System Software Specialist II (Supervisor) in the Applications Unit, the Staff Information Systems Analyst, works on the complex software application development projects, project management, working with, and guiding students to provide client services, and working closely with the Long Beach Staff Information Systems Analyst, the vendors, and the programmers to ensure databases are optimized and maintained. Effectively interacts with all stakeholders including: the Office of Technology, the Resources Data Center and other technical professionals. The position is located in Long Beach, California.

Business Analysis and Project Manager
Using the skill-sets of business analysis engage the business to:

  • Understand existing business processes to help identify areas in need of business process automation, business process improvement, or business process reengineering
  • Develop project scope and business documents through a requirements elicitation session.
  • Facilitate management understanding and end user adoption using oral and written communication.
  • Assess how a new or modified technology fits into the strategic vision of the Commission.

Solution Development
Use the System Development Life Cycle (SDLC) methodology to develop, manage, secure, migrate, and maintain CSLC's application platforms including, but not limited to, Office 365, SharePoint Online, Microsoft Access, custom built web applications, and Accela Civic Platform. Specifics required of Application Management include, but are not limited to:

  • Working on all phases of Office 365 and SharePoint Online applications development, systems analysis, and configuration/programming activities
  • Assisting in planning, architecting, developing, customizing and integrating SharePoint solutions involving Collaboration, Portals, Enterprise Content Management, Business Process, Forms, and Web Parts
  • Responsible for assisting the team in estimates for project deliverables and providing alternative solutions and technical expertise across a range of applications, systems and technologies
  • Use General critical thinking and troubleshooting of issues
  • Document work flows, process maps, programs, data dictionaries, procedures and practices
  • Programming JavaScript, ASP.NET, HTML 5, CSS as needed
  • Project Management
  • Participate and lead in various projects to deliver new and modified solutions to the business
  • Advise on project priority meetings
  • Assess and report on time-lines and deliverables
  • Use Critical thinking skills to assess various aspects of a project to provide useful and timely feedback
  • Utilizing soft-skills such as communication and interpersonal skills to benefit team dynamics
  • Participating in IT governance meetings
  • Working closely with SLC program staff to identify and track business requirements
  • Working closely with the Data Processing Manager III on progress of all active projects
  • Conducting presentations to IT Steering Committee

Report Development
Using SQL Reporting Services (SSRS) develop, manage, secure, and maintain various reports across the organization. Tasks required to properly manage reports include, but are not limited to:

  • Understanding database fundamentals such as normalization, relationships, and Structured Query Language (SQL)
  • Database analysis to build and design new reports
  • Report automation to generate time-based or task-based reports
  • Working with SSRS Report Builder
  • Working with SQL Server Management Studio
  • Advancing knowledge in Excel, Visio Services, and general Business Intelligence

Training and Mentoring
As part of the application team develop training materials, obtain training in basic programming (HTML5 and SQL) and programs for staff.  Mentor and coach other analysts.


  • Responsible for staying current with the latest developments in technology, equipment and software
  • Understand and communicate the needs of the business to staff and management
  • Travel as needed and perform other duties as required
