Job Description and Duties

Under the general supervision of the Data Processing Manager III (DPM III), the Staff Information Systems Analyst (Specialist) (Staff ISA Spec) will act as a project leader on complex functions within the CCHCS IT Field Support Unit for service disruption management, service request management and/or project management.  These functions include, but are not limited to, assigning and coordinating the work related to service disruptions and requests, facilitating meetings, identifying and obtaining commitments from personnel with subject matter expertise, and monitoring status of service disruptions, service requests and/or projects.

35%  Responsible for acquisition, installation, configuration, implementation and maintenance of CCHCS field operations hardware and software technologies.  Analyzes and troubleshoots complex IT connectivity issues.  Leads planning and implementing desktop upgrades and migrations.  Develops, implements, maintains and enforces IT security policies and standards.  Administers user accounts, groups, mail boxes and distribution list using Active Directory.  Participates in disaster recovery planning and testing.  Trains customers.  Leads desktop imaging services.  Cross trains junior staff and peers on standard operating procedures for current and new technologies.

25%  Project participant for critical IT key initiatives.  Participates in project meetings and serves as an IT subject matter expert.  Prepares technical specifications.  Prepares purchase documentation.  Participates in the development of IT proposals, Feasibility Study Reports, Special Project Reports, Post Implementation and Evaluation Reports and Information Technology Procurement Plans.  Provides project status reports.  Identifies risks and mitigations.  Manages and implements technology based on project schedules and scope.

20%  Analyzes data and situations.  Reasons logically and creatively.  Identifies and documents problems.  Draws valid conclusions.  Develops effective solutions.  Applies creative thinking in the design and development of IT solutions.  Keeps up with the established testing and implementation standards.  Works effectively under pressure.  Speaks, writes and presents effectively.  Coordinates the activities of technical personnel.  Acts as a technical lead on complex problem resolution activities.  Maintains current on emerging technologies, trends and best practices.  Tests and applies security patches, hot fixes, and new software updates.

20%  Establishes and maintains cooperative customer relationships.  Creates and maintains a working environment that encourages mutual cooperation between customers and IT staff.  Ensures that the integration of multiple services occurs with the least amount of customer impact and that problems are resolved quickly and effectively.  Has regular contact with IT staff, management, and external entities.  Coordinates problem resolution and ensures methods and practices conformity.  Contacts users to discuss business and system requirements.  Contacts vendors to discuss existing and new technologies.  Performs other related duties as required.

Special Requirements

Either I
One year of experience in the California state service performing duties comparable to an Associate Information Systems Analyst (Specialist) or an Associate Information Systems Analyst (Supervisor).

Or II

Two years of progressively responsible analytical experience performing a variety of information technology systems analysis, design, development, installation, implementation, procurement, or technical support duties in connection with information technology systems, multifunction office automation systems, microcomputer systems, or teleprocessing networks or analysis of operational methods and designing information technology systems to meet desired results. At least one year of this experience must include leadership on an information technology project, or participation with other analysts on information technology systems studies of complex nature or broad scope.

Or III 

Thirty semester units or 45 quarter units of graduate work in information technology-related coursework from a recognized college or university.

Knowledge of: This is a journey level position and the Staff ISA (Spec.) must have knowledge of electronic computer systems (software) programming, installation, maintenance and troubleshooting. The Staff ISA (Spec.) serves as the advanced technical specialist performing complex analytical studies and activities on complex IT systems and projects.  The Staff ISA (Spec.) must have knowledge of all electronic data processing equipment and its capabilities and interfaces between hardware and software; and has advanced experience in the installation, maintenance, troubleshooting and implementation of complex computer systems.
