The California Department of Human Resources’ (CalHR) Statewide Workforce Planning & Recruitment team is committed to building a quality sustainable workforce for the State of California. As part of this team, you would be responsible for supporting state departments’ efforts to attract and hire a talented and diverse workforce and for supporting workforce planning as an essential element of organizational development for all state entities. With regards to workforce planning, you would be involved in policy, plan and program development, one-on-one consultation work, web-based resource production, as well as ensuring consistent communication regarding the importance of workforce planning as well as significant advances in approach. In the recruitment field, you would assists departments by coordinating and standardizing guidelines and best practices and focuses on building talent pipelines to attract the best and brightest to civil service from higher education institutions, underrepresented communities, and the private sector. In all endeavors, the Workforce Planning & Recruitment team strives to bring creative and innovative strategies to address a wide variety of workforce challenges at a department and statewide level.

Under the direction of the Statewide Workforce Planning & Recruitment Manager, the Workforce Planning & Recruitment Specialist’s responsibilities include, but are not limited to:
- Works collaboratively as part of a team to lead the State’s Workforce Planning efforts. This includes providing guidance and support to managers, divisions and executives as they align their staffing efforts with the strategic missions and critical needs of their respective departments and forecast their future workforce needs.
Partners with internal and external stakeholders to advance the State’s Recruitment efforts. This includes developing and implementing a statewide recruitment plan, assisting departments with their more specific recruitment needs and goals and, in all endeavors, leveraging innovative and best practice recruitment methodology and tactics to advance the State as an employer of choice.
Synthesizes data from various sources to inform department specific and statewide workforce planning and recruitment programs at the statewide and department levels. This includes translating various data sources into comprehensive workforce planning and recruitment strategies as well as creating related website content that is engaging and informative.

Ability to build strong working relationship with stakeholders, including all levels of State employees and external partners;
Knowledge of and experience interpreting personnel related civil service laws and rules;
Ability to analyze situations accurately and use creative problem solving to identify effective solutions;
Effective listening, verbal and in writing skills;
Knowledge of, and ability to, apply the principles, methods, techniques and tools for developing, scheduling, coordinating and managing projects.
