Job Description and Duties

Under the general direction of the Information Officer II (IO II), the Staff Service Analyst (SSA) in the Public Affairs and Outreach (PAO) Branch performs a variety of complex tasks associated with a Communications and Outreach emphasis.  Responsible for evaluating, planning, managing, and analyzing outreach and projects designed to inform the public and stakeholders about programs and activities at CalVCB. 

Outreach: Conducts outreach on behalf of CalVCB. Communicates all proposed outreach opportunities in a timely manner to leadership. Prepares event briefs and submits approval forms for participation. Facilitates logistics and staffing for stakeholder meetings, conferences and events. Communicates with employees in other sections that participate in awareness activities, to ensure events are properly staffed, provisioned, calendared and reported.

Develops and fosters relationships with internal and external stakeholders; advises on effective outreach efforts and strategies to expand awareness campaigns; formulates processes, procedures and policies regarding statewide outreach efforts; and assist in the development of awareness campaign materials.

Supports CalVCB Speakers’ Bureau and facilitates training, oversees speaker tool kits and identifies subject matter experts from each section. Assists with developing a project plan to ensure objectives are being met on a regular basis. Tracks all events in a spread sheet using Microsoft Outlook, Word and Excel office, to share on a regular basis with the Chief Deputy.

Publication Library: Acts a copy editor for lead content writer and other staff as needed. Plans, writes, and edits more complicated information material and content, assists with graphic development, facilitates print runs with purchase requests and obtains other product approvals as needed. Makes document recommendations to create an efficient library of materials that fulfill stakeholder needs. Manages the writing style guide to ensure program language is consistent throughout all materials. Updates materials with new program information as needed and monitors inventory levels to ensure availability of materials year round.

Social Media: Writes drafts, prepares, and edits content for platforms such as Facebook and Twitter as needed. Collaborates with other team members to coordinate the release of information via social media in accordance with awareness campaigns and current events. Assists with developing long-term outreach strategy to raise awareness for CalVCB and its services and accomplishments. Uses good judgement when evaluating content which could be controversial.


Marginal Duties: Including, but not limited to, providing analytical support on communications, writing projects, research and editing.


Special Requirements

Per SPB Rule 250, transfer candidates must meet the minimum qualifications for the SSA classification, have passed probation in the class and achieved permanent status, or have passed the SSA transfer exam.  Applicants who have passed the transfer exam must attach a copy of their results letter to the application.

In addition, for certification list appointments you must submit documentation providing verification that you meet the minimum qualifications.  If you are using your four-year degree as the basis for meeting the minimum qualifications, it is required that you provide a copy of your college diploma or transcripts as verification.
If you are using a combination of college and State service as the basis for meeting the minimum qualifications, you must submit your college transcripts.

  • General knowledge of governmental functions and organization at the State and local level to maintain and foster a good working relationship with our clients.
