Job Description and Duties

Under the general supervision of the Systems Software Specialist II (Supervisor), the Staff Programmer Analyst (Specialist) is responsible for analyzing, designing, coding, testing, and releasing IT solutions throughout the software application life cycle.  Designs databases to meet the specifications associated with application designs, provide for performance, and maintenance of data integrity. Also responsible for data export, import, transformation, extraction which may involve large and highly confidential data sets.  Performs application development functions to include upgrades, monitoring, tuning, troubleshooting, and repairing application systems and dependent components or sub-systems in a complex environment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Ability to utilize development technologies including .NET Framework, ASP.Net, C#, and jQuery to develop and implement solutions to support client/server and web based systems
  • Perform systems analysis and design relational databases
  • Proficiency in Microsoft SQL server technologies
  • An in-depth knowledge of HTML, CSS, JavaScript, and an affinity for coding and web site design
  • Ability to gather requirements and assess their feasibility. 
  • Ability to design and create viable screen interfaces, database designs, software module specifications and interface specifications that fully address business requirements. 
  • Ability to document application configuration specifications, entity relationship diagrams, data flow diagrams, data repositories, structured designs, project plans, and test plans.
  • Ability to test application module, integration, regression, performance, capacity, and acceptance testing.  Testing responsibilities include development of business case rules, test cases, and test plans to be used in conducting testing, validation and verification.
  • Knowledge of State policies, standards and guidelines in information technology project initiation, development, maintenance with respect to security, accessibility, presentation, and enterprise architectures.
  • Knowledge in systems life cycle management and production operations to perform project management tasks associated with deployment of software solutions.
