Job Description and Duties

Under the direct supervision of the Fiscal Officer, the incumbent performs as a section manager for all contracting, procurement, business services, and budgetary fiscal services and is responsible for all required agency records and reports in accordance with requirements from the Department of Finance, Fi$Cal, State Controller's Office, Department of General Services, and the State Contracting Manuals (SCM) and State Administrative Manual. The incumbent directs all phases of the budgeting process, purchasing, and business services functions while also performing or directing all phases of service contract management for the State Lands Commission (SLC), Native American Heritage Commission (NAHC), and the Delta Protection Commission (DPC).

Working Conditions

  • Indoor working conditions.
  • Overnight and/or day travel is required to support the Southern California headquarter and field offices.

Statement of Qualifications:

A Statement of Qualifications (SOQ) is REQUIRED - Interested candidates must submit a SOQ for the position. The SOQ should be single-spaced, Arial font size 11, and should not exceed two pages. A Resume or Cover letter does not substitute for the SOQ. Application packages without an SOQ may not be considered. The SOQ must address the following:

  1. Why you are the best candidate for this position and what relevant experience you have that qualifies you for the position.
  2. Your experience in a lead capacity. Include details regarding the size of your team, activities for which you served in a leadership role, length of time in the role, and your contribution to the team or project effort.
  3. Your experience monitoring a State budget and/or involvement with State contracting. Include any technical experience working in a fiscal environment, including working with control agencies, fiscal data, software, and data systems.
