Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by working toward achieving a tobacco-free California and to reduce tobacco-related illness and premature deaths by implementing programs to reduce tobacco use and exposure to secondhand smoke.

The incumbent works under the direction of the Staff Services Manager I (SSM I), Chief of Media and Communications Unit. The Health Program Specialist I (HPS I) functions as a specialist who performs professional and technical tasks associated with conducting the Tobacco Control Branch’s (TCB) multifaceted, cutting edge media campaign that utilizes paid advertising, earned media, social media, consumer oriented websites and public relations. The HPS I oversees development of public relations and social media campaigns to effectively reach multiple priority target groups, implement promotional campaigns and activities, and execute specialized communication and marketing programs. Ensures marketing activities are based on communications science, theory, principles, methods and practices. Travelling is required within the State of California as well as to other states in the country (10%), including occasional overnight stays.

Statement of Qualifications

Every application must be accompanied by responses to the three questions listed below in the Statement of Qualifications (SOQ). The SOQ is considered the first interview and documents your ability to present written information clearly and concisely. The SOQ will be used to pre-screen applicants for the Tobacco Control Program’s vacant Health Program Specialist I position. Applications submitted without the required SOQ responses may not be considered for an interview. Do not exceed two (2) pages total.

1. Describe your experience in conducting media campaigns, specifically including paid advertising and consumer testing.

2. Describe your health communications experience working with and addressing priority populations: African Americans, American Indians, Asian Pacific Islanders, Hispanic/Latinos, Gender and Sexually Diverse groups, low income, and/or rural populations.

EXPERIENCED IN
Working with media, advertising, public relations and social marketing or health promotion campaigns. Development of solicitations, awarding and monitoring contracts.

KNOWLEDGE OF
How to conduct consumer research; the principals of media planning and media buying; and conducting media tracking studies.

ABILITY TO
Coordinate formative research projects to test advertising concepts; ensure marketing activities are based on communications science, methods, and practices. Assist with planning media campaign strategies and direction for advertising, digital, and marketing efforts. Prepare presentations, and develop media materials (e.g., news releases). Substantiate and verify statistics, facts, and scientific notations as needed.
