Job Description and Duties

The Department of Health Care Services (DHCS) is looking for a highly skilled, exceptionally motivated individual to serve as the Chief, Health Information Management Division (HIMD) within Enterprise Data and Information Management (EDIM). The EDIM is comprised of a dynamic team dedicated to preserve and improve the overall health and well-being of all Californians, and the Department's mission to provide Californians with access to affordable, high-quality health care.

 

The Chief, HIMD, is responsible for providing department-wide policy direction and management in overseeing the Interoperability and Compliance Branch (ICB) and the Clinical Data Policy and Management Section (CDPMS). HIMD serves as a focal point for DHCS for compliance with federal and state standards and regulations (e.g. Health Insurance Portability and Accountability Act of 1996, Privacy and Security, State Health Information Guidance, Clinical Data Policy, Medicaid Information Technology Architecture [MITA], and Promoting Interoperability Program). The Chief, HIMD, has responsibility for the development of policy and programs with respect to health system interoperability (Promoting Interoperability Program), Information protection (in conjunction with the Privacy Office and Information Security Office), and the use of clinical data originating with electronic health records. Additionally, the Chief, HIMD, is responsible for coordinating with federal and state partners with respect to the use of Advanced Planning Documents for enhanced federal funding to drive improvements in MITA maturity and interoperability. The Chief, HIMD, maintains close contact with federal health care officials, legislative staff, other state departments, local health departments, health plans, provider groups, patient advocacy groups, and other stakeholders in soliciting, synthesizing, and evaluating feedback regarding health information management. The Chief, HIMD, oversees the development and implementation of procedures to efficiently and fairly provide incentive payments to Medi-Cal providers for the meaningful use of electronic health records. The Chief, HIMD, may represent the Department on various agency, state, and federal committees and workgroups as well as coordinating with various control agencies. The Chief, HIMD, is a member of Executive Staff.

Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, the State of California implemented the Personal Leave Program (PLP) 2020.  As a result, full time DHCS positions are subject to a 9.23% reduction in pay, in exchange for 16 hours PLP 2020 leave credits.  Part time and intermittent position compensation will be on a pro-rated basis.

    General Qualifications

    Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    (1) Knowledge of Medi-Cal, Medicaid, or other similar health care programs, including knowledge and experience related specifically to health care financing, delivery system transformation, and/or program and quality improvement.

    (2) Knowledge of the organization and functions of California State Government, including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department’s Equal Employment Opportunity (EEO) Program objectives; and a manager’s role in the EEO Program.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Knowledge of health care programs
    • Knowledge of the state’s Medi-Cal program
    • Knowledge of state budget and financial management processes
    • Knowledge of the state’s health delivery systems
    • Knowledge of the Health Insurance Portability and Accountability Act (HIPPA)
    • Knowledge of health information technology and interoperability
    • Ability to work successfully with persons at high levels of government, managed care plans, provider, and beneficiary representatives, county health departments, local health initiatives, health information exchanges, and health industry professional associations
    • Skill to analyze complex program implementation problems and develop effective courses of action to solve them
    • Skill to serve as a leader in implementing statewide healthcare transformation pertaining to health system interoperability between health care providers, organizations, and governmental entities

    Examination Information

    The examination process will consist of a Supplemental Application. Applicants are required to respond to the following five supplemental items. These supplemental items are designed to identify job achievement in specific areas that demonstrate the ability to successfully perform at the CEA A level. Responses to the supplemental items will be assessed based on pre-determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that which is required under the minimum qualifications.

    Each applicant for this examination must complete and submit his/her responses to all five supplemental items that follow. Supplemental responses and application must be postmarked, personally delivered, or received via interoffice mail by the final filing date.  APPLICATIONS RECEIVED WITHOUT RESPONSES TO THE SUPPLEMENTAL ITEMS WILL BE REJECTED.


    When responding to the supplemental items, applicants must follow these guidelines:
