Job Description and Duties

Under the general supervision of the Staff Services Manager II, the Staff Services Manager I (Sup) is responsible for directing, planning, organizing and the control of the professional staff in the Budget, Revenue and Grants Section. Performing the full array of services for Air Resources Board (ARB) and the Environmental Protection Agency, Office of the Secretary (Cal/EPA).

 
The incumbent will plan and organize activities to recruit, train, and direct staff to provide assistance to program management on various fiscal issues relating to the fee, grant and General Obligation Bond programs administration. Direct staff in the preparation of fee revenue monitoring, collections, grant expenditures, and forecasts for ARB/Cal-EPA management.

 

Plan, organize and direct staff the preparation, maintenance and monitoring of ARB and Cal/EPA’s budget. Ensure timely completion of baseline budget and all budget revisions. Assigns and monitors the completion of the budget galley, supplemental schedules and budget drills for the Department of Finance (DOF). Develop, review and edit Budget Change Proposals (BCPs), Finance Letters, grant agreements and disbursement requests. Staff will also prepare the Governor's Budget through the Fi$Cal system.

 

Provide review, approval, and recommendations on various financial elements including revenue collections, expenditures, and grantee issues. Make recommendations for decision-making, respond to external requests for information from control agencies. Prepare information as necessary for requests from the Legislature or interested parties.


The incumbent will engage in staffing activities to enhance upward mobility: recruit, interview, and select staff to fill vacancies; mentor and provide training to develop staff’s skills and knowledge; evaluate work performance by giving verbal and written feedback; completing probationary reports and the annual Individual Development Plan (IDP), etc.; initiate disciplinary action when required to address work performance and/or behavior issues in the workplace.

 

Attend public workshops and hearings by governing bodies for adoption of grant program, both initial and subsequent revisions/updates, and respond to issues raised by control agencies. Identify and recommendations on fiscal issues for management decision making.
