Job Description and Duties

The Vehicle Enforcement Section is responsible for enforcing ARB regulations designed to improve air quality by reducing emissions generated by (1) non-compliant on-road vehicles, including cars, trucks, motorcycles, and kit cars, and (2) non-compliant off-highway recreational vehicles, including all-terrain vehicles, sand rails, sand carts, utility carts, golf carts, dirt bikes, and other off-highway recreational vehicles with greater than 25-horsepower engines.

Under close supervision of the Vehicle Enforcement Section Air Resources Supervisor I, duties will include. Case Development: Using correct grammar and English composition, review files and other types of information. Work cooperatively with staff to perform audits of private and public records. Gather, compute, analyze and compile data and records into searchable spreadsheets. Analyze situations and accurately adopt an effective course of action. May be required to present findings to management or lead-staff, and in doing so, must be able to speak and write effectively. More independent case development is required with the expectation that work will be completed efficiently and productively. Investigations: assist staff by investigating complaints, tips, and leads concerning potentially non-compliant engines, aftermarket parts, vehicles, and consumer products. Incumbent is expected to be knowledgeable in the applicable regulations for each program and apply that knowledge in the investigative process. Inspections: Review and interpret air quality data, air pollution regulation requirements, and use basic statistical and mathematical computational techniques to assist staff in identifying potential emission sources for inspection and/or investigation. Make satisfactory progress in any prescribed work-training program. Branch Support: When requested assist with field inspections and case investigation activities handled primarily by other sections within the Division. Use ambient air monitoring, source testing, and other field sampling techniques when assisting staff with inspections of air pollution sources. Conduct research and prepare clear and concise technical reports, correspondence, and documentation relating to air pollution.

The candidate should have basic knowledge of On-Road Vehicle Programs, ARB’s vehicle certification process, Off-Highway Recreational Vehicle Program, and the Dealership and Fleet Tampering Program. The successful candidate must have a strong technical background and excellent communication, writing, interpersonal, organizational, and analytical skills. The candidate should have a background in or thorough understanding of enforcement operations. The candidate will demonstrate enthusiasm and initiative, and work effectively in both team and individual settings. The candidate must possess the proven ability to meet deadlines; follow written and verbal instructions; use tact and good judgment in dealing with people; apply good customer service techniques; and work effectively under pressure. The candidate must be familiar with Windows operating systems and other computer programs including Word, Excel, PowerPoint, Outlook, and Adobe Professional.
