- Manage the six person Evaluation unit.
- Provide administrative guidance and leadership to design, direct, oversee, conduct, and draw conclusions from major complex statewide research related to evaluating outcomes of the taxpayer investment in public mental health, with particular focus on the MHSA, including, but not limited to, reductions in homelessness, acute psychiatric hospitalization, out-of-home placements of children, and incarceration; increases in employement, education, and physical health status; and improved mental health status and enhanced quality of life.
- Develop new methods for conducting public health evaluations related to community mental health in the context of realignment, particularly for prevention, early intervention, and innovative programs.
- Provide scientific expertise to support public mental health evaluations throughout the State.
- Consult with the Department of Health Care Services, or other state or local entities that receive MHSA funds to ensure adequacy and quality of data and information for the Mental Health Services Oversight and Accountability Commission to utilize in its oversight, review, and evaluation or projects and programs supported with MHSA funds.
- Support counties’ capacity to conduct effective and useful evaluations of mental health services, including data collection and reporting.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience conducting high level quantitative and qualitative research, especially of Mental Health programs and services.
- Experience supporting outside entities in conducting effective and useful evaluations of programs or services, including data collection and reporting.
- Experience translating research findings into policy and program recommendations or best practices.
- Experience managing various levels of research and lay staff.
- Experience with grassroots, community based, diverse mental health programs and/or services.
- Possession of a doctoral degree in psychology, sociology, or related field.
- Ability to make research findings comprehensible to a variety of audiences.
- Ability to collaborate with and make recommendations to entities such as the Department of Health Care Services, the California Mental Health Planning Council, county behavioral and mental health departments, California Behavioral Health Directors Association, the Governor’s Office, and other public and private entities on topics such as statewide mental health evaluation priorities, best practices, and appropriate use of evaluation results to improve public mental health service delivery, including for policy development, training, and technical assistance.
