Job Description and Duties

The District Support Section (DSS) of the Air Resources Board’s (ARB) Enforcement Division has an opening for an Air Resources Engineer to conduct a variety of activities related to compliance and enforcement of air pollution control laws and regulations throughout California, especially those regulations that apply to sources of climate change pollutants with an emphasis on short-lived climate change pollutants (SLCP). The DSS is responsible for ensuring compliance and enforcement of air pollution regulations from businesses throughout California, in support of the ARB’s State Implementation Plan and climate change programs.

The duties will include analyzing data reported to ARB as required by climate change regulations, developing conclusions and recommendations, preparing surveys and reports, understanding inventories, summarizing important findings succinctly and coherently for decision makers, and coordinating with other agencies.

Duties will also include working with program staff as new policies and regulations are developed or existing regulations are modified. The position will develop metrics to determine compliance rates and track compliance progress. Staff may be assigned to work on compliance or enforcement of other regulations. The duties will also include developing programs aimed at ensuring compliance with ARB’s regulations, performing data analysis on California businesses to determine compliance by geographical area, emissions inventory, and other specific factors that affect compliance rates. Duties will also include developing compliance materials and programs designed to assist businesses in complying with climate change regulations. This will include giving presentations to affected stakeholders. The duties also include developing relationships with local air pollution control districts, developing, implementing, and monitoring cooperative compliance programs to ensure seamless compliance and enforcement of ARB’s climate change regulations. The position will also perform inspections and investigations, separately and in conjunction with local air pollution control districts, of facilities subject to climate change regulations and document activities in inspection reports. Travel may be required.

It is the intention of the Enforcement Division to eventually transfer this position to a new Climate Change Section in the near future. This new section will primarily be focused on the development, implementation, and enforcement of the ARB’s short-lived climate pollutant reduction strategy regulations.

The successful candidate for this position should be enthusiastic, demonstrate initiative with excellent written and oral communication skills as well as exceptional interpersonal skills, a strong technical background for understanding complex air pollution issues, strong analytical and problem-solving skills, and the ability to work independently or as part of a team. The candidate must be able to interface with all stakeholders using tact and diplomacy, handle rapidly changing priorities, work under pressure and time constraints, critically evaluate technical data, and assist in the development of program or policy recommendations. In addition, the candidate should have the ability to analyze technical data, develop solutions, present technical information in a clear, concise, and logically organized manner, and a proven record of accomplishment in completing difficult projects. The candidate should be proficient in Microsoft Word, Access, Excel and PowerPoint. Previous enforcement experience is a plus.
